Accountability and Autonomy: The Alliance Testifies on S.454

This week, we spent time in a House Education subcommittee testifying on Senate Bill 454. The bill focuses on charter school and authorizer accountability. The legislation passed the South Carolina Senate unanimously and is now moving through the House, where members may consider additional amendments.

As the statewide voice for public charter schools, the Alliance is actively engaged in the discussion at every step. When policy decisions impact charter schools and the families they serve, it’s important that practical experience and on-the-ground perspective help shape the outcome.

At its core, the conversation around S.454 isn’t about if charter schools should be accountable. Charter schools are public schools. They are tuition-free, open to all students, publicly funded, and overseen by authorizers and the state. Accountability is part of the model. The real question lawmakers are working through is how to strengthen accountability while keeping the autonomy that charter schools were promised in exchange for results.

The bill proposes updates in several key areas.

First, governance. S.454 strengthens ethics and conflict-of-interest requirements for both charter school boards and authorizers. Clear expectations for board conduct and decision-making help build public trust. We support efforts that reinforce strong governance and responsible stewardship of public funds.

Second, transparency. Public education should be open and understandable to families and communities. At the same time, new requirements need to align with existing reporting systems and avoid unnecessary duplication or confusion. Families deserve clarity, and schools need rules that are organized, consistent, and workable in real-world settings.

Third, authorizer accountability. High-quality schools depend on strong authorizers. Professional oversight, defined standards, and regular evaluations are essential to a healthy charter sector. But there is an important balance to maintain. Oversight should support results without interfering in the day-to-day operations that give charter schools their flexibility. That flexibility in exchange for performance is central to the Charter Schools Act and to the success many schools have experienced.

Before the House hearing, and at the request of legislative leadership and staff, the Alliance team offered detailed feedback on the bill’s language. That included suggesting clearer definitions, better organization within the statute, and adjustments to ensure the provisions can be implemented effectively. Our focus has been on strengthening the bill, not weakening accountability. Clear, fair, and durable policy benefits everyone, especially students.

South Carolina’s public charter schools continue to grow as families look for environments that best meet their child’s needs. They choose schools with distinctive missions, innovative approaches, and strong community ties. Quality matters even more, and accountability plays a critical role in protecting that quality. When done thoughtfully, schools remain strong, sustainable, and focused on results.

As S.454 moves forward in the House, the Alliance will stay actively engaged. Every amendment, every clarification, and every policy decision ultimately lands in a classroom. It affects the teacher delivering instruction, the principal leading a school, and most importantly, the student walking through the doors.
